the second forum on china-africa cooperation in agriculture was held in sanya, hainan province, on nov. 14, 2023. minister tang renjian attended the opening ceremony and delivered remarks.

as part of the endeavor to thoroughly implement the instructions by president xi jinping at the china-africa leaders’ dialogue, the forum aimed at enriching the content and expanding the scope of china-africa agricultural cooperation, and facilitating sustainable agricultural development and agricultural modernization in africa.

minister tang pointed out that china-africa agricultural cooperation has achieved fruitful results under the strategic guidance of the chinese and african leaders and with joint efforts of all parties. cooperation mechanisms have kept improving with the dialogue and exchange events conducted in areas of common concern, including food security, poverty reduction, and the adaptation of agriculture to climate change.  substantive achievements have been made in capacity building with training systems for agri-technology and personnel improved and over 300 practical technologies have been promoted in africa, benefiting over 1 million local small farmers. china-africa agricultural trade has enjoyed faster growth with trade value nearly doubled that of a decade ago. agricultural investment has maintained double-digit growth.

minister tang said china will unswervingly support africa in realizing the african union’s agenda 2063, taking pragmatic measures to help africa increase agricultural production capacity, including that for grain crops, and assist africa in securing food security and agricultural modernization at an early date.

china will launch the china-africa center for tropical agricultural science and technology,  china-africa agricultural science and technology innovation alliance, and china-africa joint centers for modern agricultural technology exchange, demonstration, and training. to this end, china continues encouraging more market entities to invest in africa. in the next three years, china will help africa train another 1,000 technical and managerial personnel, and strive to promote trade value in agricultural products to more than 20 billion us dollars within the next decade.

the forum released mara’s cooperative initiative (2023–2026) regarding the implementation of the plan for china supporting africa’s agricultural modernization, and the initiative for the establishment of the china-africa agricultural science and technology innovation alliance. relevant government departments, international organizations, research institutes, and companies signed cooperation agreements.

the forum was co-hosted by mara and the hainan provincial people’s government. vice minister ma youxiang presided over the opening ceremony. liu xiaoming, governor of hainan province, delivered remarks. among the meeting participants were mara chief economist wei baigang, vice governor of hainan province gu gang, african agricultural ministers, board chair of the alliance for a green revolution in africa, and the secretary–general of the chinese follow–up committee of focac.  more than 300 participants attended the forum, representing government departments, international organizations, research institutes, and companies.
